jira ignores tasks from a specific e-mail

hi. Please tell me the reason why a task is not being formed from a specific postal address. Which parameter can interfere? where to looking for?

Make sure the email address associate with this user is unique.  If Jira sees multiple accounts with that email address, it will ignore the email.

This account is not in the system.  The created task is executed from another account, which is already in JIRA. This problem is only with one e-mail. On the rest everything works out great.
