I have 2 LB and used Keepalived for them but over keepalibed JIRA is not available

You'll need to explain that in more detail - 2 LB and keepalived are not Atlassian functions

Yeah, I agree with Nic - give us more details. I assume LB means load balancers, but what do you mean by "not available".
