jira - new subscriber notification to a filter

Is there a way to get a email notification when a user subscribes to a jira filter subscription?

I guess you can't. 

In the same time, usually, people subscribe to one of my filters after discussing with me.  But the number of subscribers is often irrelevant. Some people can copy filters. Or just re-create them from scratch.

odd I'd think with jira having active notifications this would be something built in.
