we used jira software on cloud https://solcrowe.atlassian.net/ and we will buy licence for local installation on centos 8. The import finished succesfully but we lose the create user button on users management. There are some users that we had on cloud but we are unable to add more.

You are running out of licenses in server instance. In cloud find inactive users(say not login for a month) and revoke jira-users access in the server for those accounts. You can create additional users in jira.

Now in future if you face the same issue, then read below.

Also you can check for a plug-in manage inactive user for jira, this have a unique feature to auto add the jira-users access for the users whose jira-users access is revoked after successful login.

In this way you can do some aggressive users deactivating as you running short of licenses and if users want to come back, you don't need to activate them manually. Thus reduce admin activity.

Hi Dimitrios,

I suspect there are ownership/permission issues in the filesystem or database configuration issues. It could also be that you are over your license count, but that is generally very apparent. Cheers!
