miss the configs for "Outgoing Mail" and "Incoming Mail" as admin!?!

Hi,

we have updatet our JIRA software from version 8.13.9 to 8.13.12 - Now i miss the configs for "Outgoing Mail" and "Incoming Mail" as admin!?!

there're only the conigs:
Mail queue
Send email
Batching email notifications

but this configs i miss
Outgoing Mail
Incoming Mail

Yes I can confirm, that I'm able to performe all of the actions with my admin user. The Problem is, that outgoing and incomming mail are'nt available
since the jita software update.
in our other instanzes (produktion and test) we did'nt made the update yet and there are the actions available.

It seems like you lost Jira System Admin permissions for your user, can you confirm if you are able to perform any of the actions described in https://confluence.atlassian.com/adminjiraserver/managing-global-permissions-938847142.html in the "About Jira System Administrators and Jira Administrators" section currently with your user?
