A new user was recently added to our Jira product. But he does not receive e-mail notifications, although all settings are the same as for users who receive notifications.What could be the reason?

Assuming the email is spelled correctly double check spam and if it's helpful here is a list of IP address and Domains for Atlassian Cloud Products to whitelist:
