we use Jira server version, and we have received an email about the end of new feature development in server.
It means that no more upgrades for the server version will be developed, but the end of support will be for february 2024 is it correct?
If I would like to know if I can do an upgrade of Jira service desk and jira Software after the February 15,2022?

It mean that if we have 100 licences, we can't buy new licence (or remove) after February 15 2022? The only solution is to change for a cloud version?

You already cannot buy new licences for server systems. But you can renew existing ones and change the tier of users for existing licences
As you say, the changing of user numbers (not to be confused with upgrading the system) ceases in a couple of weeks. If your server licence is for 250 now, you could get a renewal at a different number, or change to any other number of users. For the next 17 working days. From 15/02/2022, you will be fixed at 250 users.
There are three options after February 2024:

You will be able to upgrade as long as your licence ends after the release date of the version you want to go to.
But yes, eventually, new releases of Server will stop completely, there won't be anything to upgrade to (unless you jump to data-center, which will continue development as normal)
