partial upload via csv - can you assign epics and stories later if you leave it blank

Hi,

Im trying to help my team become more efficient by developing a csv upload template where they can put the assingee , a summary, comments without having to fill in the parent id, issue id or issue key. 

a) will this work

b) where will the uploads go 

c) can you then go in , filter for the assingee and retrospectively link these

Yes, you can do this. The issues will be imported into the project you select during the import process.

You can fill out/update any details you want later.
