We used Project Configurator a lot for projects migration between Jira instances.

But you have to make sure your source and target instances are in the same version, and if any of your projects to be migrated utilized any custom fields or plugins, you have to make sure the plugin and custom fields settings are identical between source and target Jira instance.
In general, keeping your source and target instances as identical as possible will make your migration easier.

First you need to upgrade your older version of JIRA to your target version then use add-on.

For only migrating issues you can use jira's native csv importer.
To export the project along with configuration , I will suggest you to use this add on.
