project users autocomplete doesn't find anything.

When I create a project I wanna add users to each project role using autocomplete but it never finds the user: "no matches". On the other hand, using the user's editor, I could.

One of the reasons that I can think of is this bug - https://jira.atlassian.com/browse/JRA-25606. Ensure that 'User Searching By Full Name' in JIRA General Configuration is turned ON.
