I'm looking to add quick filter ... jira documentation say
"Navigate to the desired board, then click Board > Configure."
i can't find it even as administrator, there is nothing as configure on my board
can someone help me ?

Did you click on "Gérer les règles"? It should be the translation of "Manage Settings".

when i click on it (it's translation of "Rules setting") i have this ... just a bunch of rules nothing to add a quick filter :((

Well... I never saw that...
In the doc, it is written :
Before you begin
To configure the board and any of its settings, you must be either:
a project administrator for the location of the board
a board administrator for the board itself
See Permissions overview for more information.
to configure its Quick Filters.
Are you an administrator? if not, it may be the reason that you are not able to configure the board.

It looks to me like you are using a Next-gen board, not a "classic" software one. These do not have the configuration that classic boards do (including variable quick filters)
