I'm trying to add a few gadgets to an existing dashboard. I'm logged in as an administrator. When I went to the dashboard, the "Add Gadget" button is missing. I looked at some of the other existing dashboards and some will display this button on the top right corner. But other will not.
I was wondering what would cause the "Add Gadget" button to appear in some dashboards, while other won't display it? Is there a setting / ownership I need to change in order for the button to appear?

I've seen this too - there are two possible causes:
1. Have you added a group as viewer? Are you in that group? In Jira 8.20 onwards, I've seen several examples of a dashboard editor/owner losing the "Add Gadget" and "Edit Layout" if they add a group as a viewer of which they are also a member.
2. You might be hitting up against the limit of gadgets in a single dashboard; by default, this is 20.
System administrators can see the currently value by opening Administration > System > System Info and searching for "jira.dashboard.max.gadgets".
System administrators can also override this limit in a jira-config.properties file, but there may be a performance on very large systems, so don't be surprised if they reject a request to raise it. Is a dashboard with more than 20 gadgets readable? Unless it's displayed on an 8K monitor, you're going to be scrolling around in it.
