"Assignee field" under people section not editable but "Assign to me" is

Hello,

I'm getting this issue with our Jira. We cant use the people section to assign users we only get the ability to do that after we click "assign to me" then we can edit that field freely to any assignee.

When you go the long way using the assign button that works fine.

seems to fix itself also if you refresh the issue, its almost as its not loading completely?

the work around seems to be assign the issue to yourself using "assign to me" then after that you have the ability to assign it to anyone else and seems to indirectly fix the field so you can then edit or basically it refreshes the issue.

need to do some more testing.
