"Create Subtask" is available for issue, but "Convert to Subtask" is not -- stumped!

I am running Jira 4.1.1 -- for some reason, a specific issue is unable to convert to a subtask (though other tickets in this project are able to). Create/edit permissions look fine -- nothing looks weird in the workflow step or transitions. I thought maybe something in the particular stage of the issue was limiting permissions somehow?

Any tips appreciated!

Hrmm.. any chance that the task you want to convert to already has a subtask? If that is the case, you need to move its current subtasks to normal issues, only then you can proceed to convert to subtask.
