The cloud version of Create on Transition for JIRA is in progress. Watch and vote for CSOT-136.

I would personally implore you to investigate JIRA Webhooks and JIRA REST API and handle it yourself. This is the Atlassian supported method currently. It's also worth noting that Copying an issue will Copy the sub-tasks also.

I am not aware of any add-on that provides this functionality within JIRA Cloud.
