"Error validate license" (Plugin License Storage missing)

We're attempting to test this plugin, but are receiving "error validate license" errors, preventing the plugin from operating.

Upon inspection, it doesn't appear that Plugin License Storage is installed, thus causing the problem.

I cannot find a source to manually install this plugin from Atlassian.
