"Task tracking" template ("Business" project) - can't log work from the Board screen

I am unable to see the "Log Work" option when clicking on an issue from a Board screen in a "Business" project (e.g. the URL is /projects/TEST/board?issue-key=TEST-1). When I click on the issue and view it on its own (/browse/TEST-1) then I can log work.

 

Why is this option missing from the board screen?
