Can we configure release date as mandatory while adding versions to project?

Can we capture Create version event and handle this case?

Yes, you could do that with a listener, but it won't stop anyone leaving the release date blank. You can email or maybe set a date forcibly (set it in the past so it shows up red as a reminder?)
