reporter list doesn't appear on issue requests

The reporter list doesnt appear on issues request but on teh user assign it does.

I have tried in all kind of browsers but doesnt work.

Ca someone help me please.

Do you have the browse people permission? Otherwise the suggestions will not show up, however you can enter a username freely.
