I would like users not to log time out now. Past and future together. So, if i hide date ui element here, log time becomes now default. I use Jira time tracking.

I'm not sure you can restrict it. I know for sure that certain apps have this ability, but not jira out of the box.
Why you want to restrict your users in such way. Seems pretty harsh to me.
