The short answer is that there is not a way to achieve what you desire "out of the box", and, with tabs.

Previously, you could use the "text gadget" to add a section with custom links. However, the text gadget was disabled for security reasons (malicious code could be added to dashboards). More information, and a feature request is available here:

However, there are two ways that I am aware of that will achieve what I believe you are trying to do here.

You may want to try the Rich Text Gadget for Jira:

The gadget allows you to add links to your dashboard.

Another option would be to create an issue in Jira with the text/links you want in the Description field. Then, create a filter based on the newly created issue that displays only that issue. On your dashboard, add a "Filter Results" gadget and display your new filter. Modify the gadget so that "Columns to display" is set to be "description". You will see your text/links on the dashboard.
