Do I need to pay standard plan price for each and every user that I invite for my project as a member. I have a small team of 11 people; can I buy 1 standard account for everyone to access.
You need an account per user.
Aside from traceability issues - eg.
...it would also be in breach of Atlassian's terms of service (which you agree to when you sign-up).
While not adviseable you could do that. You would need to switch to a Monthly plan to since Yearly would put you in a specific tier.
If you do want to do it you would need to invite a single user under a generic email address and they would all log in with the same account.
The issue there is that you have no traceability what so ever,
So yes, you could do it. But should you?

In Jira in each plan you will pay for users that use your license. So if you will grant license for 50 users all 50 users will count.
There is an exception - JSM, where you pay for agents, not customers.
