Can I turn a subtask into a task?

Yes, you can. There's an option in the menu to convert subtasks to regular issue types and the other way around:

You can move it and thus turn it into a subtask.

Or you can click on the top left corner of an issue (on view screen) which will edit the issue type and change it.
