the permission of the comments

Hi,I have a problem with the permission of the  comments.

when the issue  flows to someone,I want to realize that the user can only see the comments  before,If the issue submitted to someone else for processing ,the user can't see the following comments.How to realize?

You cant specify certain elements comments/fields etc of an issue to publish for only certain users, what you can do is to set issue security (whether or not to see the issue at all) and that can be set to display only for the person that is assigned to an issue.

Comment level security is not available out of the box. Can you confirm if you are on the Cloud or Server hosting? There might a few workarounds or apps that can help you achieve this.
