track time on non-JIRA

Leadership would like a weekly report showing what everyone is working on, what they are billing to, and capture work that is non-JIRA ticket items. What/How would the best way to capture this information w/o having to pay large amounts for another costly add-in? Thanks!

You can just use JIRA to track non-JIRA items. Natively, it has time tracking options on it's own without any add-ons. Is there something hindering you from doing so?

Create a new issue type (name it whatever you like). Add "Time Tracking" to one of its fields.

Suggest your time tracking system, less sigma actuals captured in Jira.
