if our users create ticket in native language(japenese) but, I need the ticket description to be translated in English..
does Jira has any plugin or tool who can do the description translations?
I believe that your question is duplicated, but since I already answered on the duplicate I will provide it also here... even though it's been a long time since you asked, there may be benefits for others.
"My company (resolution) has developed a tool for Jira Service Management cloud that translates automatically ticket summaries and descriptions between any pairs of languages. It's the only app for JSM that translates content, and not the product UI.
In your example, the customer ticket would be automatically translated into English for the agents.
In addition to that, all communication between agents and customers is also translated. The customer will read the agent messages in Japanese while the agent reads and writes only English.

@Petter Gonçalves, I'm definitely biased, but I believe there are certain important advantages in embedding the automated translations in JSM. Here are just some of them.
Besides those benefits, our app specifically can create queues, automations and reporting based on the detection of the customer language. And that adds another entirely new layer of complexity for customizing/optimizing escalations and swarming between agents.

Since there's a big number of Browser add-ons that translate content, there's no point in developing such plugin specifically for JIRA Cloud Application. Here's a list of browser plugins that can be used to translate content:
