unable to add browse user permission in Jira

I'm trying to give my 'JIRA Users' 'browse user' permissions globally so they can add watchers in issues but this option does not exist anywhere that I can see.  Please help.

Hi Larry,

You need to be JIRA Administrator to do that.

You can take a look over this article for better clarification. smile
