Crowd is a tool used for Atlassian On prem (the old server and now Data Center) platform to help you centralise identity management and SSO. You can find documentation right here. But as @Mohanraj Thangamuthu's question suggests: it is not available for cloud. And since you tagged this question as related to the cloud platform, you may rather look into Atlassian Access instead.
