what is the meaning in "incep spec" Jira status?

one of the defect Jira status is in "incep spec" I am not able to understand when the Jira status is set to incep spec.

You need to ask your Jira admins and/or the project owners about this.  The status name you've given us is definitely a custom one, and even if it were not, you would still need to ask them about the workflows they have set up and how to use it.

What do you mean by "understand when the Jira status is set to incep spec". If you want to kown how the issue go to this specifi status you can check the workflow or the history tab in this particular issue
