i need to delete users who doesnt enter to jira. For that, i need to know how many times users enter to JIRA or the last time that they enter to jira.

You can view the users and the last time they logged on through the admin screens. DO NOT delete any user that has ever logged on. JIRA uses pointers to the user field, not their ID, anywhere they make updates so deleting a user will cause an error when displaying those issues. Remove them from the jira-user and any other group with logon rights so they don't use a license.
