where do i get reportservice.svc in jira

I'm not sure what you are expecting here, but reportservice.svc is not a JIRA function.  Have you added some form of add-on to provide this?

If you want to populate the test cases automatically, you probably want to use the REST interface into it by coding in your testing application.
