Cloud is always ahead of server releases, so the exact mapping is pretty much irrelevant. Always use the latest release of Server when trying to import/restore from Cloud.

The import process is known to be jerky in places, you should give it a bit of time to complete.

It's hard to know what's going wrong with it. It definitely should not halt like that for more than a short time.
Is the CPU, disk and memory still being used a lot by the process? What does the log file say at the end?
