Have you double checked the permission’s scheme and project roles to see if anything's changed?
If you're a Jira admin, you can use the permission helper that should help you by allowing you to choose the user and action (create issues) to find out why they are unable to create a ticket.

My French is a little rusty but it looks like the person being automatically assigned to the card on create is not someone who has the Assignable Issue permission in the Permission Scheme. Please check the Scheme to see if that person has that permission. You can use the Permission Helper to further clarify that permission if needed.
