why jira is not opening on customized port ?

Actually I installed jira in aws ec2 instance(ubuntu). when i am installing i changed the port number from 8080 to 9090. when i am trying to access from hostname:portnumber like  **** ec2-34-215-168-22.us-west-2.compute.amazonaws.com:9090***   .  but it is showing that 

This site can’t be reached

ec2-34-215-168-22.us-west-2.compute.amazonaws.com took too long to respond.

can any one please help me to debug this and to access jira

What does the log say is going on?

Check and make sure 9090 port is open on the security group being used by the ec2 instance.
