JIRA Administration > Issues > Workflow > Edit > Select the transition > Conditions

Go to the workflow, click edit, click on the transtion(s) you want to add conditions to, and add them in the conditions tab.

You need to be a JIRA (or system) admin to be able to edit workflows.
