Hi Team,
Certain users or user groups in Jira should be able to login and View all the Tickets, reports and dashboards, However they should not able to create any new tickets in the system. How to achieve this in Jira.
Please can you let us know.

You can do this with the permission schemes.
There you can specify who is allowed to create, assign or edit issues, but also alot more.
