Read Only permissions for User Properties

I want to provide read-only permission to a single user where this user can see the user-properties of other users.

I am not finding anything suitable in Global Permissions, can someone help?

Ex- User A - Should be able to see the details (specifically email address) of all users in the JIRA project.

Hi @Anil Tatipaka  you Add this user to Administrator project role, project admin can see email address of other users from Users and Roles in Project settings.

But, I would need a ReadOnly user, not admin user due to security constraints.

Hi @Anil Tatipaka  alternate solution is to use REST API to get users email address.
