In your workflow for each transition there is a post function that fires a generic event. These events are what trigger the notifications. So if there is a generic event and if you get notified of these events then you will receive a notification for each one. Now, there are things you can do to quite the notifications:
- remove the generic event from transitions that you do not want notifications to go out on. generally this is a bad idea because it impacts everyone and may impact addons if they also leverage the generic event, e.g. automation.
- change the workflow so that user do not need to navigate thru multiple steps. Generally, I have found that creating strict workflows is undesirable. If users typically click thru a bunch of statues to get to the end then i would change it so that they could get there with one click. Im a fan of my statuses having the all transition whenever possible.
- change the notification scheme for all or a few to lessen the email flood
