Recommended JIRA Version to Upgrade

Currently we have Jira server 7.1.9 version(server)

1. We are planning to upgrade to next stable/most reliable Jira version. Which one is that ?

7.4.6 or later

2.Also is there any way I can compare the list of issues/bugs/changes between two Jira version

3. Also is there any Jira upgrade checklist ?

The Jira download page lists all the "stable" versions available.  Take the latest one of these if it's right for you.

Have a look at the release notes for each version you are going through - there is a list at https://confluence.atlassian.com/adminjira/jira-platform-releases  (Bear in mind if you are using Jira Software and/or Jira Service Desk, you will want to read through those too)

Finally, it's well worth starting your reading at https://confluence.atlassian.com/adminjiraserver/upgrading-jira-applications-938846936.html for upgrading, that will help you with all the things you need to work through.
