Reconciling the "Active User" and the "Product Access" Lists?

In the "Product Access" section of Site Settings, it lists that we have 198 licensed, Jira users. When I export our Active users and filter by those with Jira access, I get a 210 record count. I see some system users in this export and am not presented with a way to filter by them.

Is there a way to filter out or otherwise identify system users? I would like a better way to view and analyze our licensed users only.

Hi Jason,

System users, like us from Atlassian or users created by add-ons does not count as a license, even though it shows that they have, but on your invoice, the users will not count.
You can filter them by going to Site administration and on User you can filter by Active, Inactive and System.

But, when exporting the CSV file, unfortunately, it's not possible to filter who is "system" or not.
I've tested also adding the group "System-administrators" but it does not show the add-ons' users because they are not part of the group
