you cannot recover deleted issues.
Well, you can, if you took a backup before deleting. But even then, it's a huge amount of work for little reward.
Standard advice: Do not allow delete issue permission to anyone (admins can turn it back on for themselves if they need it)
It's not what an issue tracker is for, and should only be done for housekeeping or significant re-design of a tracking system.

Thank you - seems like I can't do much at this point.
I looked around for solutions for backup and recovery, nothing good out there.
Seems like there are ways to automate backups, but recovering specific issues seems to be challenge.
Makes me wonder if I should build an app that does that :-)

If there is no further work required on the issue then Close them with a final resolution. Deletion is a feature in Jira when the issue was created by mistake.
If you do want to delete for valid reasons like cleanup or getting rid of really old projects then take a backup, or export the issues to CSV or use REST API to dump them somewhere else for archiving or compliance or audit.

Thank you @Ravi Sagar _Sparxsys_ Unfortunately the users deleted the issue and there is no audit trail of that either. Seems like I can't do much at this point from a issue recovery point of view.

Unfortunately, it is not possible to recover a deleted issue in Jira Cloud. Once it is deleted it is gone forever.
As a solution, we developed Restore Deleted Issues app which keeps track of deleted issues and allow you to recover them. In order for the app to work, the app must have been installed at the time the issue is deleted. So, as a preventive action for future deletions you can try Restore Deleted Issues app. Hope it helps.
