We want all users in our Jira and Confluence Data Center environments to login directly via SSO. In production (Jira 9.12.22), we're using the Microsoft SSO add-on, which allows for SSO enforcement while still supporting a local admin login bypass, which is required for tasks like updating the LDAP bind password.
However, in our Dev environment, where I'm testing SSO in Jira 10.3.7 without the Microsoft add-on, I haven't found a reliable way to bypass SSO. The instructions in the linked article recommend disabling local login accounts, which appears to block access entirely.
Although I have a local admin account, when I try to access the Authentication Methods section, I receive the following error:
403 - Forbidden: You don’t have permission to access this page.
How can I re-enable or regain access to the local admin account in this scenario so I can perform critical administrative tasks?

You can enable recovery admin account and use it, if all other accounts are not working. You can look at this KB how to make it:

With recovery account you can login to Jira and make all required actions to restore service.
Thank you, Evgenii! I ended up rolling back but I'm sure I'll break it again. Thankfully this is a Dev system to test this stuff out.
