Greetings!
I wanted to check in Atlassian Jira if we can effectively do "Test Case Management"
1st: Writing Test Cases
2nd: Maintaining the Test Cases for the particular Sprint
Will we be needing any plugins or any 3rd party tool
Right now under the Issue type I don't see "Test Case" option or would Admin be having those privileges to include "Test Case" in the Issue type.
Could you please assist me in this

We use Zephyr for JIRA. It provides a test issue type and it allows you to track per cycle of testing and against the version. We do automated and manual test cases. We like the fact that is imbedded within JIRA.

I checked this and it shows 10users 10$ and Maintenance of 5$ for 12mths that way 15$ we get for 10users

You may worth to check synapseRT Jira app which provides you features like test case management, planning and execution, also traceability between requirements to test results inside Jira. You can check the 2 mins overview video in the page to get a basic idea of the product, it will not waste your time :).

Jira is a GREAT place to manage Test Cases effectively ✨😎🤘
If the Admin is up for it, then all the writing, maintain, issue profile and workflows can be arranged.
That said, there are great MarketPlace place apps out there for this, that do exactly what you need with zero hassle. Just takes minimal time to install, practise a bit and then get going.
Zephyr and XRay are the two most popular, both by Top Vendors both Staff Picks by Atlassian Team. You can trial both of them for FREE (like most apps).
