Can you tell us what type of project you are using? Get that information from the View All Projects page under the Projects menu.
If this concerns a Business project, are you referring to the built-in Category field that comes with that type of project? Or have you created a new custom field with that name?
If this concerns the built-in Category field then there isn't a screen for managing those values. You simply type new values into the field and you should get an option to add that as a new value.
