We are using Jira 7. While creating user story issue type there are subtasks field which we want to hide completely for a set of users . They should be able to have read only access to backlog and what stories are work/ For other issue types (bugs,tasks etc) we want to completely disable. This information we want to expose this information to stakeholders. We don't want dashboards we create at project level to be visible . How do you accomplish this ?

I understand that you are wanting to restrict specific fields within issues from a subset of users. Natively, Jira can't do this. There is a very old feature request seeking this feature in JRASERVER-1330. You can read more on the how and why this specific request was not invested in.
While Jira does have Issue level security that you could implement to keep specific issues hidden from some groups/roles that users would have membership to, there is not a way within Jira itself to restrict specific fields on issues that user has permissions to.
That said, there are 3rd party plugins to Jira that can offer a solution here. Among them:
I have not used any of these solutions, so I can't really recommend one over the other.
As for restricting dashboards in Jira, that is something you can do. Please see Configuring dashboards: Sharing and editing your dashboard. When a dashboard is created, you have the option to choose who to share it with. You can choose to add users by project role, group, public, or any logged in user. If you choose not to share this dashboard with any user, then it would only be visible to you.
