Remove plugins for specific project or user

Is there an ability to remove:

Tempo | Structure | Portfolio | Eazy BI plugins, basically to hide them from certain users?

No.

Some add-ons support an "only show to user X" model, and many have permissions within them.  But none of the ones you've listed have the "only show to user" functions - they're either enabled and available to all, or they're turned off completely.
