Remove "comment internally" option

In Jira we can choose between "share with customer" and "comment internally" while adding comment. 

Is there a way to default to only share with customer?

Can we apply this to particular projects in Jira or will it change globally ?

please try the following plugin https://marketplace.atlassian.com/apps/1217337/doublecheck-for-jira-service-desk?hosting=server&tab=overview otherwise you can put in place a javascript in the announcement banner that hide that button.
