Replace Project AND Issue Type in Create Issue

Is it possible to replace Project and Issue Type from Create Issue screen to different field or hide them?

No.  You need those two, as they're structural things and not even really fields.  JIRA can't store data without them.  It's a bit like asking for a cup of tea without using water and tea leaves.
