Hi,
I want to create a new issue type in Jira called "Feature". The function of this should be as follows.
1. It should have the option to have just Epics linked to it
2. On the Epic Issue Type we should have the ability to update a field called Feature Link
3. On the Feature page have the ability to see all the Epics that are associated with that feature
I have not been able to find a way to replicate this type of functionality and wanted to know if there is a way to be able to do it.

It is not possible to create another issue type that has all the same functionality as the Epic issue type, using only built-in Jira Cloud functionality.
Jira Cloud does not support creating a custom Issue Picker field, which is basically what you would want in the Epic issue types for identifying the Feature to which they are "linked". There is a change request for that here:

You might find third party apps that could give you some of the functionality you want. For instance this one lets you add a multiple selection custom Issue Picker field to your issues, will display the selected issues in a list within the issue, and allows you to specify a filter for the field. You could use this in your Feature issue type to support "linking" only Epic type issues to it. This does not, however, actually create a link. There would not be anything in the selected Epics that show the relationship.
You could use simple issue linking to link Epics to your Features. However Jira Cloud does not provide much help in controlling how issues can be linked to each other. If you review their change request about being able to put restrictions on issue linking, you may find some of the third party apps mentioned in the Comments have functionality that could meet your needs.
