Reply Form on View Issue screen instead of Comments

How can we have threaded communication panel instead of comments on view issue screen. Something like available on 'Ask Question' on community page. Where answers and reply to answers to any question is threaded and are linked.

Good usecase , but currently not supported in Jira Server. Perhaps you might want to raise it as a feature request
